Well, arguably this would require a lot of power to run.... but with Geothermal, you can run it to ridiculous levels and never run out of energy in the first place.
Tapping into just 0.1% of Geothermal potential can power humanity for 2 million years... and Trek technology allows easy access to supecritical Geothermal (we have the technology to do it too, but it just requires a bit more effort vs say pointing a phaser from orbit and drilling a hole 10 to 12 km deep - or deeper).
Still, its been established that holodecks CAN actually replicate various matter (some of which people inside the holodecks interact with most notably).
In this instance, I don't see too much of a benefit of having a holographic environment for living quarters... it would be easier to just use transporters and replicators to make adjustments on the fly (which is pretty much what they can do anyway).
On the other hand, Lewis Zimmerman lived in what's essentially a holo lab which had all his stuff made of holograms.
So, we know its doable... I just don't necessarily think people would CHOOSE to do that when they can essentially redecorate the interior to their heart's content without worrying about finances.
