I'd say Lower Decks feels like DS9 successor, they had DS9, Kira, Quark, and the Cerritos has the Bajoran security chief.

And I believe while Avery Brooks is retired from live action acting, he still does voice work, as it doesn't interfere with his true passion of teaching,so an appearance on LD is more likely.

Of course there is still a possible DS9 connectioned show in the feature say Star Fleet Academy (O'Brian), Section 31 (Bashir/Garrek), Star Trek Anthology, or a possible Enterprise F show with Captain Hanson (Seven) with some kind of DS9 tie in, like a new Dax host.

I think I’d only want a DS9 follow up if Ira Behr was heavily involved in masterminding it. I don’t think they’d ever do that, though. He was considered subversive back in the day and after the backlash Discovery season 1 got, the house of Kurtzman have been very much more conservative since (SNW and DSC s3-4 have been quite “safe”). I don’t think they’d want DS9, but I’d happily be wrong if they could find a way to make it work and not lose its soul.

They can't. It's been so long and too much has changed. Regardless, any changes made but be seen as disrespectful, to be polite, towards DS9. In short, recapturing DS9 is nigh impossible.

The best I would hope for is brief apperances by various characters in newer shows. I would not expect a full follow up show from DS9.

While DIS S1 has received a lot of criticism, I’d say that negative reactions to PIC S1 is the real turning point towards a more safer Trek. As there were those that did not like what was done with Picard, Seven, Starfleet etc. Even though a DS9 followup would be quite tailored to explore that Starfleet and general environment, just to see if they think if anything is wrong with the Starfleet of the early 25th century.

How Lower Decks has handled DS9 might be the best approach.

I'd say the reaction to S2 of Picard was even worse. It had it's moments like Picard saying final good byes to Q, but there is a good reason why Picard has one of the lowest audience rating of any Star Trek show.
