It was cool how the electricity bolts coursed through the panels and consoles of ops. I thought the special effects looked better than just ok for that scene.

Didn't Dukat have a soft spot for Kira? Even if the Cardassians had found out that it was Kira who gave the verbal order, I doubt Dukat would have blamed Kira. He would have known that she was ultimately carrying out Sisko's order. The program was even named after Sisko.

Plus, Sisko left behind his calling card, his baseball. It was Sisko's message to the Cardassians. The war was afoot between Sisko/Starfleet and the Cardassians/Dominion. He would be back.

Before Sisko evacuated DS9, he gave a speech in the promenade to the people who remained on the station, promising them that he would one day stand with them on the station once again.

For that scene, I wonder if the writers were inspired by General Douglas MacArthur's "I shall return" promise he supposedly made when he evacuated from the Philippines during WWII. Interestingly, Admiral Ross quoted MacArthur during the surrender signing ceremony in "What You Leave Behind".

I would say definitely. At the final scene, when the Dominion surrendered, Admiral Ross gave a speech that was almost like what McArthur said, and Ross even referred to a previous war, which was obviously WW2.
