The Synth ban was lifted at the end of Season 1, so could be a new batch. Did they actually say all of them were destroyed? They could have been shutdown and put in storage somewhere.
Okay, but even if they already have new Synths in service, would they really look like the old ones. Regardless of whether it was their fault or not, they are still associated with the attack on Mars, and everyone is going to think that when they look at them. At the very least, give the new Synths a new likeness so people aren't immediately reminded of the greatest disaster of modern times just by looking at one.
Maybe we'll finally see that scene with that giant fleet of warbirds flying towards Mars that was in the season 1 trailer but not actually in the show.
Was just gonna post this... Nice outfit, Jean-Luke! Maybe a trip to the past to undo his decision to leave SF before the Romulan catastrophe? And investigate or prevent the Mars incident? If the black outfit indicates the MU, I'm going to scream. But no goatee, so we're probably safe.
My first thought on seeing the photo was that Picard was with the Traveller (based on the theme of non-linear time in the trailer).
Season 2 is going to be an Avengers Endgame with all the time travelling omnipotent entities of Trekdom!

Clearly this photo indicates the season is about the Vorgons kidnapping Lwaxanna Troi so that Picard has to engage the proto-Vulcans from Mintaka III, posing as their God, to somehow convince Kevin Uxbridge to help. The USS Ciaro with Edward Jellico in command, will be sent to assist with the operation, and Rios will need to visit Minos to purchase some weapons from the Ersalrope Wars. Once the pieces fall into place, Reginald Barclay and Raffi will travel through time, most likely using the warp implosion equation Spock and Scotty used to cold start the engines in “Naked Time” so as to enlist the Romulan Commander from “Enterprise Incident” to reveal a secret device she discovered that summons Gorgon. All this is for nothing, though, as Q causes Worf and Geordi to appear, but has altered their minds to align against Picard. Geordi will reprogram the synths to dispatch Gorgon, much to Admiral Necheyev’s chagrin. Seven has an emotional breakdown and ends up saying very nasty things to a Vorta prostitute who knows Jake Sisko’s cat. Then we find out that Jorge Soong has developed a Genesis II device that transforms entire worlds into shitty 70s sci-fi pilots. I also think Dr. Jurati will fly recklessly into the Galactic Barrier to “Gary Mitchell” herself. Captain Donald Varley’s mustache will likely feature prominently as well. Because why not?? That’s my theory, anyway. Mark my words. You heard it here first.
