I'll say "Miri". My only basis is that the appearance of an identical Earth is impossible, but would be fascinating if it happened.

I don't think it is this, but I will kick myself if I don't say it and it ends up being correct.

    No, not Miri this time.
Clue 2: There is too much planning and not enough planning going on here.

    Oh, thank you @Discofan!
My sincere apologies @Farscape One for missing your post. It is not Return to Tomorrow either.
Give me a few minutes and I'll post another clue to make up for my oversight.

It's no problem. It was at the end of the previous page... easy to miss. It's happened to me.

    "ELAAN OF TROYIUS"?

Krayton sabotages the ship, but his plan was not planned well. Not sure about the first clue.

I'll go with "The Trouble With Tribbles".

    1. McCoy is dutifully studying the tribbles. Cyrano Jones asks, "what would happen to man's search for knowledge", after Kirk says he should provide a manual for them.

    2. Lot's of planning goes into delivering the quadrotriticale to Sherman's planet. But, not enough planning went into protecting it. Suddenly, the Enterprise is called in on a Code 1 emergency to go protect it.

    3. The quadrotriticale is sabotaged by a Klingon agent.

This episode's saboteur does a thorough job of deliberate sabotage and is not Krayton. This episode is not Elaan of Troyius.

    1. A Roman world is impossible as parallel development (so is speaking English and not Latin...).
    2. The Romans have impressive plans to beat down the slaves; but the slaves have almost no planning to get their freedom.
    3. Scotty sabotages the world's power supply.
    4. And his sabotage is perfectly timed to help the gang escape death.

    "Assignment Earth"

    1. The Enterprise Crew has gone back in time to investigate old earth history. Seems impossible technically and seems impossible that such a journey would be sanctioned just to learn some history.

    2. There was lots of planning to interfere with Earth history by the mysterious aliens aided by trained humans. Yet, it was nearly all derailed by a freak car accident, the Enterprise getting in the way, and Kirk and Spock gumming up the works.

    3. Gary Seven sabotages the rocket.

    4. And it is a thorough job done with a "James Bond" flair.

I was thinking: Obviously, Gary Seven's people don't have a prime directive, or they wouldn't have been allowed to do that not even to save a civilization.

@Henoch and @Steven P Bastien - excellent reasonings but neither is the episode in question. Another clue?

I mean it's obvious that the Edith Keeler incident taught Kirk nothing! I mean it's obvious that by far the safest bet is to let Gary Seven do whatever he intended to do even if it's nefarious. Any change could have dire consequences for the future of humanity no matter how well-meaning. It looks like Kirk's head is harder than wood!!!
