They're all equally canon as the live action stuff. What you're describing is how the old EU did it, with different layers of canon.
I'd qualify that slightly and say that all narrative content is canon, regardless of medium. The out of narrative reference books on the other hand, I'd just call them "pencilled in" canon. Not from any desire to impose "tiers" because that was always an asinine system for the fans to have been exposed to, but just out of the practical realities of producing merchandise in general and tie-in reference books in particular.
The "Tiered Canon system" was illusory and didn't actually have merit, as only "G-Level" and "T-Level" Canon actually mattered. Now, everything is Canon - unless it is explicitly stated otherwise - regardless of medium.
Well the only things the Story Group have called outright non-Canon since new canon started are any of the Lego animated things, and the mobile games, like Galaxy of Heroes, that mix and match canon and legends material freely with no narrative. The Table Top RPG stuff is the same (despite what Wookieepedia says). They use canon stuff, but they also reuse their legends material. Like the Lego things are kinda like the Trek novels/comics. They're not canon, but they're also not allowed to directly contradict narrative canon.
That's not how canon works. You can have stuff that you include in your own personal continuity, as we call it over in the Trek Lit section, but it doesn't effect whether it's canon or not. Canon is everything that is officially recognized by Lucasfilm and Disney, and our personal feelings don't factor into it.
