Chekov has a grey collar so presumably is science officer. Saavik in TSFS wore a white collar but I think that reflected her role as a mission specialist rather than a part of the crew as first officer. Sulu should have been supervising and only taken over the helm during the crisis. The Trek movies tended not to serve the supporting cast well in any capacity. Even in STIII, they could have made something more of Uhura's role in delaying the security response to the theft. Sulu's upcoming promotion to Excelsior could have added an important layer of pathos to Scotty's sabotage.
Ah-ha! Interesting. I recently came up with the headcanon that Uhura was Kirk's aide in TWOK. (The way he hands off his copy of A Tale of Two Cities to her without a word during the Enterprise inspection is what made me think of it.) Cool to know that that was the actual intent. Interesting! I never knew that Terrell wasn't always intended to be the Reliant's Captain. It was certainly handy for Chekov's promotion-via-voiceover that Chekov's interaction with Beach is ambiguous enough that either one of them could be in command of the other. McCoy is also apparently regularly assigned to the ship, as his name is stenciled on the door of sickbay.
I hated that. I also hated that Kirk's quarters were all decorated when he was just there for the training cruise.
I always assumed he was billeted in a pre-decorated VIP stateroom, and none of the decor was actually his.
Saavik was head of the science department, and accordingly has a the white command colour with a slash of grey for sciences, as per Bob Fletcher's costume notes. Unfortunately the slash is only on the sleeve, not the shoulder strap, so it's quite difficult to see. The slashes are very visible in the Starfleet Command scenes in Star Trek IV. For whatever reason they weren't used in TWOK. Perhaps Fletcher revised the rank scheme for TSFS. There's no reason Chekov can't be the first officer and wear a grey uniform. He may be XO and science officer, just like Spock in TOS. I don't think Saavik is explicitly stated to be Grissom's XO, but she could be. The communications officer appears to be a full lieutenant, so he does outrank her.
Yeah, I figured Bones and Scotty stayed with Spock and the ship for sure. Uhura and Sulu may just be visiting, it's not really clear. The fact that they're in the simulator suggests perhaps they were still on the ship, but they could be part of Kirk's staff and he's decided they'll be on the ship for the training cruise. Sulu's dialogue makes it seem like it's the latter. It doesn't really matter, as once Kirk gets command of the Enterprise-A he assigns them back to the ship in their old jobs anyway.
In my mind, Spock, Bones, and Scotty decided to get all of the old gang back together for Kirk's birthday. The training cruise on Kirk's old ship was part of his birthday present. Kirk was forced back to his unfulfilling Admiral duties sometime after TMP. Spock, McCoy, and Scotty divided their time between training cadets and various duties at Starfleet HQ. Sulu was able to make it because he had a little downtime before he was due to take command of the Excelsior. And as Kirk's aide, Uhura was able to help gather everyone together (Participating in Saavik's KM test was an extra bit of fun). Only Chekov wasn't available to get together with the others, as he'd spent several months on the Reliant's top secret mission of trying to find a suitable test planet for the Genesis Project.
ISTR from Bob Fletcher's notes that it meant the same as white with a grey slash - i.e. head of department. You could choose which you preferred, or not even bother. Doesn't seem very "uniform" to me, but it's the enlightened 23rd century when individuality is welcomed. Could be that it just means you work at Starfleet Command, because most of the officers in Star Trek IV seem to have them, but they are rarely seen elsewhere. He was like Ian McKellen or Wilfred Brimley. He played way older than he was. Heck he was a fossil in When Worlds Collide.

I had a bit of fun with existing dialogue to consider Sulu's possible path to promotion and also why Rand lost her commission in between STIII and STIV... And this one to suggest that it was Sybok who delayed Sulu's promotion further by making him realise the importance of family.
