It was definitely meant to be the sector command ship. And was on the frontline at Galorndon Core. I'd rather have a dick in the captain's chair that is interested in actually surviving the battle.
The "D" was never meant to be "exclusively" a warship. But if there was a battle, that thing was the biggest, baddest ship carrying the flag. That's why this thing has a saucer to seperate, to get rid of the "non-warship" crew. What the "battle bridge" controls it's essentially exclusively a warship. Of course, if you get rid of the civilians beforehand (like, of you KNOW you're going on a border-patrol or war-like situation), you can still leave the luxury-hotel parts of the ship docked as well. Even got a few phaser stripes extra.
Plus, in TBOBW they claim the saucer's impulse engines give the ship extra maneuverability in combat.
Exactly who was not interested in surviving the battle? At no point in the show did Dick Jellico show any remarkable leadership abilities or genius at his job. He was just a fairly competent dick.
When did riker ever really show an ability to follow orders he didn't like? Hell he couldn't even change the ship to a four shift rotation without complaining to jellico about it.
