Don't know if I'd call this one good or bad. I doubt an actual "genociderer" would ever say this, so if Gul Dukat would have said this I'd have thought of this line as unequivocally bad. Now that someone pretending to be one says it and by saying it pushes his act just slightly too far, it might actually be a good line.

I was about to say that isn't even the cheesiest line in the film (though, possibly the worst).
