I've always liked the shape and structure of this first TOS concept shuttle, and totally agree with the 1950s style vibes, but after Atolm's - - I can't help but see it as an early Romulan shuttle now
I got somewhat obsessed over this. I wasn't happy with the first attempt. And the second attempt, while better still didn't seem quite right. I think this time I've gotten it better.
I see this as a two deck runabout/scoutship like vehicle for starbases, outpost and Federation diplomatic courier/transport service. It could also serve different agencies and organizations and even private companies much like executive jets do. It could possibly serve even as a private one-man scoutship.

The access hatch is under the bow. When I’m done the outside I will model the ship with the aft landing strut down and the access gangway lowered when landed.
Interesting idea. This does raise an interesting question. Would Starfleet normally name auxiliary vehicles like shuttlecraft? We know the Enterprise shuttlecraft had names, but couldn’t that have been simply a practice of individual ships? The Galileo could normally have been referred to simply as Shuttlecraft 7 rather than a proper name. And so would Starbases bother naming the numerous shuttlecraft they had at their disposal?
I think it all depends on the commanding officer; Commander Sisko named his spacecrafts during his tenor on DS9. Not sure if Kirk did but the Galileo II existed and I doubt starfleet would waste the time to name them.
Not what was planned in TOS at one point, if I recall correctly. They changed the decals for the shuttle for shots for "The Menagerie" but ended up not using them and instead reused shots from "The Galiieo Seven". I've seen a frame of the model photography.
Basically, I think all the pennants were stripped off and there was a big black 2 or 3 character ID on the side.
