Not necessarily. There are plenty of examples from the primary universe where ships of an older design were in use for decades after the class was commissioned (Excelsior, Miranda, etc.).

Yeah, but they weren't the top dogs any more and. And I doubt Starfleet would technologically stagnate enough that after 100 years the NX class would still be their best ships especially since the already had larger ships even before the Constitution class.
What if...some whacko in the novelverse 2381 stole a time travel device from the DTI or performed a Tipler slingshot and prevented the Borg from being created?
The Klingons used the same ships in ENT as they did 225 years later in DS9, so I think it's a fair premise.
But those weren't the big dogs in the KDF either.
Besides using the NX class as the top ship still dosen't make sense even if there is no Constitution class since they still have what ever class the Kelvin was.
That has been proven to be an "error" on the part of the ENT designers. It can be reconciled as simple design lineage.
^My understanding is that a new ship model was designed, but the producers didn't like it and requested the D7/K'tinga be used instead. Since producers are above art department in the grand scheme of things, I'd say it was a deliberate choice and not an error.

I took the premise to mean that something caused the Feds tech to stagnate at the ENT level, so no Kelvin ships either (Einstein-class, according to Federation: The First 150 Years)

Not strictly. Part of the premise of the new ENT miniseries Rise of the Federation is that the Enterprise's spaceframe was too badly damaged in the Battle of Cheron to ever fly safely again.
Designs can be around for a while merely upgraded with current materials, design elements and technology; individual ship's less so. Take the Miranda- or Excelsior-Classes, they've been in operation for a century (by the last canonial time we see them) but there's no evidence to suggest that the U.S.S. Miranda or U.S.S. Excelsior are still in active service. For all we know, most of the ship's that we saw on screen had only been built in the last twenty years.
There could be NX-Class ships still buzzing around in the 2260s, 80s or even the 2300s, but they wouldn't be from the original production line (they might not even be Starfleet, but used by civilian agencies or private individuals). Seeing how the Klingons are a pretty stagnant race, I doubt they would alter designs that much over time.
