So Gillian seems to only have been active as an actress for about three years (her IMDB profile only goes back to 2006). With Smith also being a relative unknown are they keeping with the "unknown actors" in order to highly differentiate themselves from the Tennant era?
Well to be fair Tennant and Billie weren't exactly big names when they started.

Not particularly, it was on BBC Three. So probably less than a million people saw it.
they probably went with an unknown companion to avoid them overshadowing Matt.
Or, they cast the actress they liked best, knowing that when the dust settled that would matter far more than being known or unknown.
