Not in '08 or '09. We've seen pretty much the whole schedule until 2010 and there aren't any more Excelsior books on it.

Well I mean just "considering", I was tempted to say planning, but realised all we've been told so far is that it's an idea floating around, so that would have been inaccurate.

Andy Schmidt is the current editor at IDW Publishing. ie ST comic books.
Actually according to the info released at Shore Leave, Michael A Martin is writing The Romulan War solo. Think he may have meant Andy Mangles who co-wrote Forged in Fire.
