Let me get this straight, we explicitly see Starfleet use 2 uniforms concurrently in multiple eras, and you have a problem with that because the Starfleet Quartermaster never shows up onscreen to lecture us on uniform logistics?
Would have been funny if Voyager tried to download the new FC uniforms only to find they weren't "worthy". And that's why they were stuck with the DS9 jumpsuits. Conversely DS9 became more important and got the "upgrade". ;)

Actually I think the First Contact Greys and Voyager Colored shoulder uniform are the same "grade". We see late appearance by the TNG style alongside the Gray shoulder. Then the TNG uniform is replaced by the Lower Decks uniform.
 
They didn't have the budget to make uniforms for everyone.

Here each (most?) of the main cast switch from the TNG style to the DS9 one during the movie, the stated in-universe reason being that the new uniforms are being rolled out during the mission. I can’t see how this would save money.
 
Never mind the fact that the TMP Era engineering outfits are still worn as late as 2293 in TUC. That makes overlap of uniforms and duty outfits across two different eras of Starfleet uniforms.

Well, those engineering outfits to me are more like safety gear, not standard uniforms, so it's no surprise that hasn't changed between TMP and TUC.

I have a problem that Star Trek keeps doing it. I don't want an on-screen explanation, I want them to get their shit together and settle on one uniform style at a time.

Exactly. Had they just kept the TNG uniforms in GEN, they wouldn't have needed to spend any money on bespoke uniforms for Picard and Data, wouldn't have shoved Riker and LaForge into ill-fitting hand-me-downs and wouldn't have had the ugly inconsistency in uniforms among the main cast.
 
It's a military force(sorry, peacenik fans ;) :p) and the military doesn't have one design of uniform for all officers and enlisted personnel no matter their jobs or ranks. Starfleet's no different.
