I think so too. The actual warpcore looks like its the the right of the tube, there are little yellow dots for where the top and the bottom of the chamber might be?

It's this Lieutenant next to Boimler:

Who I'm guessing is the ship's counselor, now, based on his seating. Sirtis was reportedly not going to be in this season (or not much?), so maybe there's an explanation (+1 for maternity leave) and he's a temporary transfer or assistant.

He doesn't look too Kelpien up close. Different coloring, different facial features, and if the tendrils in the back are supposed to be threat ganglia, they are much too large and too few. Just some other kind of alien, I suppose, especially with the three fingers.

It's a Kayshon puppet (seen better at 0:29 in the video). My completely baseless assumption is that Kayshon is somehow turned into a puppet. Maybe by those Excalbians.
