He already has an artificial heart. Producers probably felt it would be too much to now add an arm as well. (I'd have liked this, even though it would have added to Jean-Luc's trauma in an entirely new way, and I for one think the poor guy has suffered enough.)
 
I always assumed thought it was kind of cheap how Picard got assimilated but came back with his body intact. I got the impression that the Borg cut off arms for those particular attachments, and apparently eyes were removed or severely damaged after having those eye pieces attached.
Picard's came out just fine. Seven and Hugh all those years? Just some stylish metal accessories around the eye, like a Mike Tyson face tattoo.
The only explanation for Picard is that he's the star of the show and everything has to reset back to the status quo more or less at the end of each episode.
Seven? She's the hottie, and the precedent was set with Picard, so there.
Hugh? Notice he has a little more noticeable scarring, different colored eyes, scars, and a bit more metal stuck to his face. Still a very friendly face compared to the other former Borg.

I do like the concept though of rehabilitating former Borg and this project being meant to restore their humanity and integration into society. I feel like ever since "Descent" the threat of the Borg have been watered down.
In PIC, it's not a continuing watering down of them as a threat, but instead looking at them from a completely different angle and growing the concept in new ways. The Borg as a threat can still be just as intimidating if not more, but with this concept there incorporating world-building into it. What status would former Borg or "XB" have in the Federation? Interesting stuff.
My in-universe explanation is that Picard was a rush jobs. The Borg didn't have the time to do a full conversion. They just needed his knowledge. Even the drones created from the Enterprise crew in First Contact weren't all full "borgized".
 
Jonathan Del Arco needs to be a regular.

And the Queens escape transporter door. There is a very similar concept in William Shatner's 'Star Trek: The Return' book and 'Star Trek Avenger'.

Well, for one thing, she's not a medical doctor, so she was supposed to leave the doctoring to the (emergency) doctor.

It was indeed a weak part of the story that Jurati was able to prevent the EMH from treating Maddox. However, there is no reason to believe she could not get away with it--the story would simply need to reference her certainly extensive skills with AI to show how she controls the EMH.

Actually she is a M.D. too. It's told in the Picard prequel novel. Doesn't help show only viewers as to them its a plot hole. Also there probably would be a record of her turning off the EMH right during the crisis which leaves obvious questions as to why.

Let's assume Jurati wasn't an M.D. (although I can see why the novel says she's one, since her project does involve biological components). Wouldn't she just say that she did leave the doctoring to the EMH? Nobody's got any reason to suspect she screwed with it. Raffi's paranoid enough to maybe go there eventually; we'll see.
 
Rios might just not bother putting that many safeguards in and tampering with the EMH might just be a bit easier on his ship than on a Starfleet or some other 'official' vessel.

Rios is also guy that likes tampering with his holograph crew often enough too. Jurati making a few mods might not be noticed if you didn't go out of your way to look for it.

My understanding has been it was for practical reasons such as more than one episodes being worked on at once as well as episodes production order could be different than the order in which they aired.

It would have been very mythic if he had, say, lost an eye to signify the gaining of wisdom or growth ... then again that was Geordi's domain.

There needs to be another series spin-off … "Starfleet Rangers" with 7 of 9 in command and Hugh chief science officer.

She seems to act as one, giving medical care and a post mortem report. Seems to me they’d be asking the EMH for that if she wasn’t qualified.

Well, watching the Star Wars is still on my to-do list. I wonder why I keep putting it off. I think I am bothered by (c3po). What bozo would build a robot so awkward? I guess I am too attached to the idea that a robot would have to be a marvel of mechanic achievement.

So she an MD and a doctor in cybernetics!! That's quite an achievement given that even today an MD has to study nine years (post Highschool) and a Ph.D. too, given the two to four or even five years necessary for their thesis. She must be a genius.
