I would think most people who are atheists would also self identify as political progressives, therefore they would not wish to openly mock religious minorities like Sikhs and conservative Muslims (or Jews for that matter) that wear special head gear as a part of their religious observances or for everyday devotional purposes.

Jesus. Yeah, sure, wanting ID cards whose main purpose is identification to clearly show people's face and head uncovered is clearly the road to totalitarianism. Go off the deep end much?

This isn't quite as dumb as Florida allowing Muslim women to wear a burka, thus obscuring their entire face, on an ID card but there should be clear rules which everyone has to follow so that the purpose of the ID, to allow people to be accurately identified, is actually served. I don't think that is unreasonable or the road to totalitarianism.
