I believe the artist is a Kiwi living in Canada. I googled this image and found the original site yesterday, with comments.
It took me this long to figure out why I couldn't recognize #16 as Stimpy. My mind kept trying to see him as this little bald guy wearing glasses-- he even looks familiar from someplace! If you picture that it's a figure leaning forward over his hands, Stimpy's nose is one-half of a pair of glasses. His left jowl (on our right) is a nose, and his right jowl (on our left) is a smirking mouth that runs almost to the back of the head.
If I keep this up, I'll actually be able to place where I know him from. That's a disturbing thought.

I think you've got it. I totally forgot about Scratchy. Pointier ears than Snowball, but still very Simpsons-esque.

Good eye, I think the face is the wrong color due to an error, I'm sure that's Azrael now that you pointed it out.
I thought 2 was Hobbes from Calvin and Hobbes?
It's not a great angle for Stimpy, but I don't think it's anyone else.
Hobbes is taller, completely different looking and a tiger, not a kitty cat.
Some look closer to what we consider the originals than others.
Hobbes could just be one that isn't so close.

I can't determine why some people insist number 2 is Hobbes. While it's possible the character may be someone else, it far more closely resembles "Krazy Kat" from the old "Ignatz" comics and cartoons.

True, "Krazy" as depicted in the strip samples is shaded darker, but the character did evolve over the decades. the bolder shading gave way to thinner, more stylized lines. If nothing else, Hobbes certainly never had a pale noses shaped like a cigar.

Sorry, guys, Word of God says #2 is not Hobbes. I totally see the resemblance. I also thought it was him until I found out otherwise. (No tigers!) I'm only familiar with Krazy Kat by name.

I'd almost swear I've seen early art of Hobbes that looks like that. But I ain't no spring chicken, and the memory isn't what it used to be. :/
Plus, again, Hobbes is a tiger. And Hobbes has a big tail. And even i nthe first comic, he still didn't look liek that.
