I remember Winn thinking Bariel was behind the massacre, and Bariel letting her (and everyone else) think that instead of revealing it was actually Opaka, lest her reputation be tarnished.

Even if the truth about the incident came out, you can't guarentee that Bareil would have been made Kai. His role in the cover up or the entire thing, despite the reason, might have been all Winn needed to win.

Plus if Winn never knew the truth, there isn't anything wrong with what she did. She didn't fabricate evidence or destroy it. She gained information that her opponent was possibly behind a shocking massacre. Information that should be in the public eye if it were true. Why is that a bad thing? Plus she let Kira, someone who was very biased against her conduct the investigation. I really can't see what Winn did that was so bad.

That's what most of America was hoping for in 2004, before the war spiraled out of control. Then the opposition political machine turned the entire election into a question of boys kissing. Basically they asked voters, are you gay? When the answer for a majority of people was, no, that made up their vote.
