Chloe starting Checkmate doesn't make much sense, since Checkmate's origins are already there as a part of Task Force X (the other branch being the Suicide Squad). And while origins can be retconned, I don't know why they'd retcon it to have a civilian start it, instead of it being a part of the US government.

I could see Checkmate being investigated by Chloe, who got tired of Smallville and sought out a big scoop to jumpstart her career working for a major news source or starting her own internet news source. Checkmate could capitalize on this and give her an official position in P.R. to help soothe their tarnished image.

^ Oh there's a big reason why Chloe starts Checkmate, and in my fan fic Task Force X is the military arm of the organization that goes and does all the dirty work (my version of the Suicide Sqaud, in fact in whispers TFX members call their unit the Suicide Squad).
