Man I hate tuesdays, everything important gets installed on tuesdays and most ships are launched on the fridays before

Vulcans have tractor beam technology in the 22nd Century, but aren't exactly keen on raising Earth Starfleet to their advanced level. Give it another 10 years after we've proven ourselves. Everybody being in the same Federation boat will help.
