Sorry guys, you're both incorrect. It is from Nemesis...spoken by Romulan Praetor after Senator Telora's table-sized Thaleron weapon goes off...right before they all become crispy critters. Although it does sound like it could have also been used in ST4...

Took me a few days and a couple of mind melds with my dvds to figure this one out. It's from ST3, spoken by McCoy when he is in the bar talking to the ugly "i name not important" guy about finding a ship to go to the Genesis planet.

Took me a couple of minutes. Knew it was Kirk (i could hear him say it in my head), but had to pinpoint the movie and when.....but i got it.

Kirk to security? when he wheels Chekov out of the operating room...ST4

Yup, you got the one i left.

Ok...yours: at first i was thinking Data or Spock, but then i realized there was the use of a contraction.... and then it hit me (I think/hope)
