The clues: It's Riker in a TNG movie, new hint, it's on the Bridge of the Enterprise-E.

Leadhead, is it in Insurrection, when the woman at conn (or is it ops?) says that they don't want to go into that briar patch b/c of the danger and Riker says "Yes we do" b/c he plans on scooping some of that nasty stuff up to ignite, thus taking out the ship that is in pursuit? (My dead brain cannot think of the terms. It sucks to be old).
