Could Kira and Ziyal be sisters?

I mean obviously they are sisters because Dukat and was in a de facto relationship with Kira's mother long enough to be regarded legally as Kira's stepfather, but the dates are pretty damn squishy here that Kira's mommy supposedly died again just three years before the ravanok was lost with Ziyal and her mum aboard... If you take into account the time it takes for Ziyal to actually "grow up" before she got lost... Well it seems like either their was a name change and a new identity, ie that it was the same woman, or that Dukat was polygamous. I mean he was already bigamous, so what's so bad about being polygamous?

You've basically answered your own question.

No, Dukat is in no way, shape or form, Kira's step-father.

Naprem and Meru are definitely two very different women. As well as his wife back on Cardassia, Dukat had Meru on the station, and later added Naprem on the surface. Meru became suspicious, and even though she was probably secretly pleased to lose Dukat's attention, Dukat surreptitiously had Meru poisoned to death, convincing himself she had betrayed him by being suspicious, but subsequently developed a fixation on Nerys as some kind of twisted penance.

He can quite happily compartmentalise betraying and using other people, has no problem with having numerous women at once, but has an obsession with other people supposedly "betraying" him. He's a fucked up puppy, but still not related to Nerys in anyway.

He wasn't married either Meru or Naprem, so no, they could not possibly be step-sisters. And if you look at the timeline carefully, Meru died the same year Ziyal was born.

2343: Kira Nerys born ("The Maquis, Part I": lived with the Cardassians for 26 years before they left Bajor (2369))
2346: Kira Meru's alleged death when Nerys was 3 ("Second Skin"), but actually became Dukat's lover. (Of course you'd have to ignore earlier evidence that Terok Nor became operational in 2351 and Dukat's statement in "The Maquis, Part I" that he commander of the station for ten years).
2353: Meru's real death (Seven years after becoming Dukat's lover). Tora Ziyal's birth because she was 13 when the Ravinok was lost, six years prior to "Indiscretion" (2372).

Meru dying the year Ziyal was born is exactly why I thought that Meru had just changed her identity for the child's sake. She could hardly have had her new daughter tracking tracking down her old family one day... The shame would have been astounding! And word would have come up the ranks about her old daugfhter being a psychotically dangeous terrorist surely? Meanwhile since Meru was already pretending to be dead, it's not so hard to pretend to be a little more dead especially since the kid could hardly keep a secret once it started talking if everyone one confusingly had two names.

Blood sisters, even half bloodsisters is a little different to legal loophole sisters, and the definition of marriage is quite different between cultures and planets under differnt systems of government and morality.

The "Dukat slept with Kira's Mom" thing was always a bit silly IMO, I mean wouldn't that make Dukat twice as old as the show suggested (which was that he wasn't much older/the same age as Sisko?).

Why couldn't Dukat be much older than Alaimo? It just adds to the oddly charming vileness of the character if he actually is "old enough to be X's grandfather" when going on with his self-boasting seduction routines.

Also, why would Nerys be pure Bajoran as per Bashir's repeated careful tests, while Ziyal portrays clear signs of her hybrid nature and the kids in "Cardassians" also showed these traits? If Dukat wanted to do / was capable of purchasing medical magic in order to hide his socially unacceptable relations, surely he would have done that with Ziyal, too.

No, only in Terok Nor, but it still works perfectly. Dukat had been shown to have some kind of fixation on Kira ever since season 3.

It doesn't really. He hadn't got a clue who she was in "Necessary Evil". Unless you want to say he was just acting and pretending to be mad at her. Didn't comes across like that though. He started to develop somthing for her but I wonder if it wasn't because she was the symbol of Bajoran resistance.

And yes, I know they're not canon.

I always got the impression Dukat knew more about Kira and her history than he let on. For all we know, the file they found on Kira (which was Dukat's) was manipulated to "minor operative" by him so that she could survive. I mean, with all she did- why did he let her on his station without arresting her even before her actions while she was on board Terok Nor during the occupation? He had to know she was there.

I thought Kira found some records of her mom's death in a Cardassian hospital, where she died of a disease years later... does the Terok Nor novel refute that? The way the show had it always seemed odd- no matter what Meru did or had to do during her life, you'd think she would want to talk to Kira. Tho, I wouldn't have felt bad if Kira had accomplished her mission in... what was that one? With the Orb of change I think? I mean, maybe she could have told Meru she wanted to talk with her a second in the hallway...

I'm inclined to say no, they aren't sisters partly because I hated that episode and partly because I don't like these sorts of "long-lost-siblings-come-together" storylines.

but it was interesting how quickly Kira and Ziyal came to like each other....

The way from on screen evidence of which I would be certain that they were brother and sister is if they made out on screen. At least that is the George Lucas litmus test for sliblingship.

Well, let's not forget that originally they were going have Kira turn out to be that Obsidian Order operative who had been given the memories of the real (dead) Kira and that she was a Cardassian. Maybe this was a holdover from that, and her also being a "Cardassian who isn't" helped them bond.

That would've been beyond cool if they'd done that--or at least left it ambiguous.

But as to the way it actually played out...letting Ziyal act as "younger sister" would be very much in keeping with the way her current family is: a Cardassian "father," a human "daughter," and now a half-Cardassian "sister," all of them close, none of them blood relations.
