Stargate symbols and dialling

I've been doing some thinking and I've wondered, if the symbols/glyphs on both a Stargate and a DHD are made up using star constellations as seen from Earth then would cultures advanced enough to know about the stars on other worlds recognise them as such and be able to identify them if referring to them or do they just see symbols and have there own names for them?

Here's another question I just thought of. What would happen if an advanced culture in the Milky Way galaxy decided to construct there own version of the gate network, even going as far as placing there own Gates on worlds that may not have Ancient Gates then if they also went for a constellation method for identifying symbols and would be recognisable from there own world then, to use an Earth based example, would that Gate system constitute as a seperate dialing code to allow it to fit into the current Gate network? How would you dial into this network in the first place?

Any thoughts?

The glyphs could have been better explained in Children of the gods, but it suits the general storyline of the series and shouldn't be analysed too much.

One very ridiculous design decision by TPTB were the Pegasus Galaxy glyphs. Could they be any more complex and/or similar?

An example of making something look 'kewl' at the expense of being practical. When Teyla was captured by Michael in Michael, you had to groan at her seeing 'those' symbols on the dhd and marking them on the stone. The SG-1 one ones were at least easily recognisable.
