I'm just disappointed we didn't get to see that mad doctor getting some kind of punishment (either officially or by the hand of a former "patient").

That SG1 episode is the main reason, i did not enjoy "Workforce". Here in germany they aired only two month apart, so my first reaction was: "Didn't Stargate just do the same story?"

[edit to add:] When rewatching Voyager recently, i found it OK. Apparently temporal distance to the SG1 episode does wonders for this.
