Sigh, I wish I had noticed this thread before I made my own on the same topic.

My thought is that it depends whether the creators of the graphics assumed they would be seen in detail or not. In the case of TNG and the number screens shown earlier, I doubt the creators expected those to ever be seen so clearly. Even the ones in other episdes naming starships and registries, I doubt they expected anyone to be able to read. But with ones like the bios in "TATV," in the modern age of HD, internet and message boards, I suspect that the creators thought they would be seen somewhere at some point.
