Because it was illegal in that alien's culture to have that kind of contact with aliens, and y'know, high minded Starfleet ideals.

The US tolerates worse laws than that in its allies in the name of sovereignty.

Definitely Sisko.

Although as noted, he was in an interesting position. He had a wide range of people on the station at any given time, not including starfleet personnel.

You would also think DS9 was perhaps not the best assignment to get stuck on.
