He is the cinematographer, editor, writer, actor, composer again!
I will see it at the cinema and probably buy the Blu-ray. After owning "Primer" on DVD it was worth multiple views.

Upstream Color premieres at the 2013 Sundance Film Festival, and will debut in New York in April before hitting digital and cable platforms.

That film "A Topiary" is dead in development.

I've only watched the trailer and it should doesn't give too much away. very interesting sound design.

I still would like to see a screenplay for "A Topiary" but I'm sure from Carruth it would pale to the visuals anyway since it is a sci-fi film.

The film premieres at Sundance this month and Carruth told the LA Times that he plans on self-distributing the film via “Cable VOD, iTunes, Amazon, YouTube, Hulu, Xbox, Sony Entertainment Network, VUDU and Netflix and DVD/Blu-ray” — so like, every platform there is. ‘Upstream Color’ premieres at the IFC Film Center on April 5, followed by a 20-market platform release, and then in May we’ll see it hit streaming via the platforms mentioned above.

Even though in May it will be available to stream I figure I'm going to watch it at least 3-5 times and would appreciate an audio commentary so I think I'll do the Blu-ray instead of watching i a few times with a 24-hour or 30-day rental during that period only.

Since "Primer" was shot on Super16 film and released on DVD with 2 audio commentaries I don't see the need for this on Blu-ray. This film did not have stellar visuals or dialogue sound. Going from Lossy Dolby Digital to a lossless track would be pretty minimal considering the low budget origins of the film.
It is available on iTunes but i don't think in HD either.
Were you hoping for its release to just get another scifi film on HD or released to consumers to help the genre or specifically because HD would show off the Super16 source any better?

I own the DVD and am fine with it on DVD. Carruth shot Upstream Color on a Panasonic GH2 $700. camera in HD and i'll want to see it in HD.
