Otherwise, Sisko is just another meat puppet Borg slave.

In an alternate universe depicted in one of the novels, Sisko was assimilated at Wolf 359, and yet still managed to become the Emissary, even as a Borg.

Because he's just that badass.

That never made any sense to me. Why wouldn't the Borg just come in and assimilate the crap out of everyone? Why did they need a spokesman? What did the Borg plan to speak about? Maybe try to convince people that being assimilated really wasn't so bad after all?

Its possible the Borg did this with others. There's the initial contact (TNG 'The Neutral Zone'), threat assessment (TNG 'Q Who') and then assimilation (TNG 'The Best of Both Worlds, Part One').

Or it could just be how they handled spacefarin' races that could put up a defense, since Picard's tactical knowledge was put to use to get all the way to Earth.
