As far as guys go, I'd say Outrageous Okona did more damage in 1 day on Enterprise than some guys did in 7 years.

I think either Picard or Data. Picard had quite a list under his belt, but he was more suave about it. Data had a few, but they more chased him than he did them. It's a toss up between the two of them.

We need more evidence on Picard and Data probably rarely intiates romance/sex so i am not sure how he would fit into that category.
