Nice image! A storage area for the tripods?

The perspective between the people and the shuttlecraft is bothering me, though. Since their heads are higher than the horizon line, and the top of the shuttlecraft is below it, it looks like they're huge compared to the shuttlecraft. Or it's tiny. It may not be an issue if they're actually standing on something else, but the composition implies that the shuttlecraft and the people are standing on the same watery-looking ground.

This is awesome... great mixture of a classic and Trek and mixing in the "Section 31" connection and conspiracy part... I love it!

If they are S31 agents, why are they wearing Starfleet uniforms?

Well just because this is an incident from their files doesn't mean it was them involved at the start...

Or they could be undercover as Starfleet personnel easily enough.
I'll be addressing the backstory in later versions once the picture is done...
