They'd let Bowser into the movie, but now Mario. That seems kind of odd to me, but oh well. Are they using the voice actors from the games (for the characters who are voiced in their games), or are the recasting them?

According to the wiki, they couldn't secure permission to use Mario or Luigi in the film because the price Nintendo was asking proved to be too high. Bowser presumably is a bit cheaper.

The weird thing is this feels like the kind of movie Pixar would make while Pixar newest/upcoming offerings don't seem as interesting.

I'm kind of surprised Disney does there own CGI movie while they still release Pixar's. Wouldn't that mean their competing with themselves?

I agree. I hope the movie will live up to the trailers, but being able to do a good trailer takes a bit of skill by itself. I think both of the official trailers so far are perfect hooks, and having actual classic game characters is icing on the cake. Only a month or so more to wait...

As long as the movies aren't coming out at the same time, it's not really a competition. There's more than enough room for more than 1 or 2 successful animated movies per year, and all the money goes to Disney in both cases, anyway.

Also, it seems to have worked out pretty well so far. (this is Disney Animation's 6th CG feature, after all)

IGN gave it a 9.5/10 and called it the best video game movie ever. They tend to be pretty hard to please, so that's a good sign IMO.
