I don't think they're meant to be pushed together either - it's either just bad art or the artists seeing what they can get away with past their bosses' notice...

. . . Most of the allegedly homosexual subtext in the old Batman books was obviously a combination of changing word meanings (for example, "queer" and "gay" meaning "strange" and "happy" back then) and the fact that it was written for little boys who wouldn't be caught dead reading about kissing "yucky girls" and to whom wrestling and sleepovers was still asexual.
Or, as Jules Feiffer wrote in The Great Comic Book Heroes:
Batman and Robin were no more or less queer than were their youngish readers, many of whom palled around together, didn’t trust girls, played games that had lots of bodily contact, and from similar surface evidence were more or less queer.

Fun fact: "thong" can also mean "sandal." Not sure from the image what Robin's holding though.
It can also mean a leather tie, or binding. It would make sense if Bats had used his teeth to get them out of a situation where they were tied up by a villain.
A thong can also be a strip of leather used as a whip. (Of course, that raises even more possibilities for anyone with a dirty mind.)
