Who's your favourite non-Starfleet Captain or Commander?

There are plenty of favorite captain threads, but most of them deal only with the main 5 and other Starfleet Captains. Who's your favorite non-Starfleet captain?
Personally, my favorite is Shran, with Donatra being a close second.

Kor seemed to be a good foil for Kirk.
Mirror Spock was potentially a great captain. I am sure he saved the Empire... or helped destroy it.

Although, he helped protect Federation interests. Officially he wasn't apart of Starfleet nor was he a Captain either. Now, if I couldn't choose Sloan (because he is too closely tied to the Federation) then I would go with...

They were both non-Starfleet (at least at one point) and it wasn't a non-Human poll, just non-Starfleet.
