Made perfect sense, the discussion was not about smoking it was about second hand smoke and how awful it was that someone dared to breathe that poison out of his car window. An effect secondary to the design purpose of cigarettes just like car exhaust fumes are secondary to its design purpose.

The analogy is apt.
