Janeway Breaking 4th wall???

Hi long time reader, first time poster.

Something Ive always wondered. in the ep Macrocosm when Janeway has met the Doctor in Sickbay and they set aboot trying to save the ship. Just before she enters the jeffries tube they hear the virus at outside the door, Janeway turns and says "we'll be right with you."
Who is she saying this to???
I realise its probably meant to be a joke that shes saying it too the virus, but something about the way that she delivers it and she looks right down the camera makes it seem that shes talking to us the audience
