Why not? She's brave, tough, vulnerable, intelligent, resourceful and strong but would be the first to admit that she isn't perfect by any means.

And as with all DS9 characters she developed and changed over the course of the series (perhaps more than any of the others) unlike about 65% of the characters on this list who didn't change at all...

Yes. She is a former terrorist (BTW... I really liked it that they didn't sugarcoat it by using some euphemism) whose entire life entire life has been shaped by violence and oppression around her, and the violence she herself had to use and participate in because that was the only way to fight back - and who needed to heal and let go of her anger, trauma, prejudice and distrust, while still not betraying her principles... One of the most compelling journeys in Trek.

DS9 really did character development wonderfully.

Now, TOS - the least serialized of all Treks - there was no development really, as episodes were standalone and their sequence interchangeable... which doesn't mean that the characters weren't complex. Spock would never actually change, but he would show very different sides of his personality, especially when an episode focused on him; but at the end, he had to go back to exactly where he had been before, the only difference being that we would learn more about him.

Even though I generally prefer the show to the movies, it has to be said that the only actual character development for TOS characters happened in the movies. Spock is established as a character in TOS, but the first real change is in TMP, and then we can see him journey through the movies and "Unification" to the newest movie - from a young man trying desperately to deny his emotions and in conflict about his own double identity, to an old man who's finally learned to accept himself and embrace feelings as much as logic (plus in the new movie, we get a similar journey in a shorter space for AU Spock).
