Heroes - the carnival

Something about it has me a bit

It seems to be based in the U.S, but 14 years ago, Hiro, Ando, and Kimiko visited it in Tokyo. Not to rule out anything, but don't carnies normally keep their carnival on the same continent? I know it's sort of been suggested that the carnival doesn't really exist, as such, but if Samuel can just produce the illusion of it, and has only just been made aware of his abilities, then how did he know how to project it in Tokyo, 14 years ago?

Their teleporter/time traveler moved the circus around on a whim. It could be anywhere and anywhen. It's why Samuel is trying so hard to get Hiro under his control now. When their traveler died, so did their ability to move freely.
