I think that was deliberate.

I thought it was a good movie

As for 'in the not too distant future', how far distant do you think it is set?

I thought it would be in the late 2020's.

I found this...

Stephen Sommers took great care over the technology depicted in the film, going through various books/magazines about weapons technology. He feels that almost 100% of the technology can be developed within 10-20 years.

^ Is this like when Dean Devlin said Godzilla was 100% scientifically accurate?

I still don't know why they had to go ruin Godzilla with scientific accuracy.

I don't want scientific accuracy in a Godzilla film I want a gigantic lizard rampaging around leveling cities and burning things with his radioactive fire breath.

Hollywood has rarely, if ever, gotten military rank and structure right.
It depends post WWII, Korea and Vietnam there were enough technical advisers running around. It depended upon the production. Rank insignia for US forces has not changed in sometime, you kind of expect even the most amateur production to get that right even if they did things I've seen like put officer branch insignia on enlisted and general officers, put name tags and qualification badges on the wrong side of uniforms, put combat patches on the shoulders of troops right from basic training etc.
Of course you realize there is ALWAYS going to be some mistake somewhere on a soldier's uniform in movies...by law, they can NOT be 100% authentic.

It's gotten 39% so far on Rotten Tomatoes ... ouch.
Why does anyone care about stuff like Rotten Tomatoes scores?? Seriously I have never understood that.

The film rocked and I enjoyed it.
Because... no one knows what to think anymore, unless something tells them what to think. Shame really.
The scores reflect the opinons of people who have went to see the movie. If 10 people see the film and 7 report hating it, that's just the way it is.

Which law is that? Not 10 USC 772, especially after the Supreme Court looked at it in Schacht. Is there another law I'm unaware of?

Not sure what the citation is, I just know it's a law and has been for a long time. It's even been discussed in various commentary tracks.

Its in the US code but only applies when the intent of the filmaker is to denigrate the US armed forces. GI Joe would not fall in that category, Rendition in the Valley of Ellah maybe even Platoon would.

What is the reasoning?

(My reasoning is that it would take longer than 10 years to develop the nanomite, and laser weaponary technology, amoungst other stuff.)
