Picard was practically married to Starfleet He was so career focused that any woman he had any interest in, would always be secondary to him.
I can see him being more enlightened and open than Kirk about things. Maybe you are thinking about Patrick playing a character called Jeffrey in another program, or that line where he is possessed by the female vampire in Lifeforce.

Picard tapped Vash, Beverly (possibly), Batanides, and that 200+ year old chick in Insurrection. Picard never once showed any interest in the opposite sex, and if anyone of TNG's main character did (or would), it would have been Data 'exploring' humanity. Picard was aloof and not one for sharing his deepest feelings with anyone, he may have been at times cold and distant but that doesn't mean he was gay.
A better question is: was Archer zoophiliac? He seemed more into Porthos than into any human(oid) of either gender...
Let's not forget that he was married to a woman and had children with her, in The Inner Light. So, that was only an illusion, and didn't actually happen, but it still counts .

Was there a character on TNG who didn't have some sort of sexual encounter with a woman? Possibly Geordi, but that wasn't for his want of trying. Even Wesley managed to get his groove on with Ensign Lefler.
