Since no one currently airs DS9 or Voyager, there's no demand for it.
Maybe not where you are, but DS9 and VOY do air a lot. International markets are just as much a legit source of revenue for CBS as the US market is.
Depends on how much the carriers are willing to pay for the rights.

Star Trek is always airing on some channel here in Germany. First ZDF, then Sat.1, then Kabel1, then Tele5 (the later is going to show TNG in HD now). A digital subchannel of ZDF is airing remastered TOS.
