to Starfleet headquarters to test

 

the Empire's capacity to attack

 

the Federation at will. When

 

they found out they couldn't,

 

human colonists discovered the device

 

could have destroyed Earth. The

 

situation escalated when the Klingons

 

wanted the device back. Starfleet

 

managed to avoid an armed

 

conflict at first, however once

 

they learned where the device
