considering it was an entirely new ship with entirely different lines then the -D, why is it such a surprise that they made a new arch?
Yeah, looks like a totally new set piece. Has the cross-section of the Ent-E corridors, as opposed to the Ent-D arch, which is more... normal-ish. IDK.

Makes sense to have a new arch. It looks like the E doesn't use the big cargo bay style doors like its predecessor or Voyager, so a mega-arch wouldn't be necessary.
Was this Arch ever used again in the other TNG movies after First Contact? I dont remember seeing it.
It was the only time we saw a holodeck on the Enterprise-E, anyway. The doorway on the holoship in Insurrection had yet another different arch, and there was no use of the holodeck in Nemesis.
