Can we use DS9 characters in random theme avatars? (I can't remember anyone saying we couldn't) If yes, then... how about the most obvious?

Random means random - it doesn't even have to be a Trek avatar.

 

I know, I'm asking if it's OK if it is as DS9 avatar. Though I assume it is since nobody said otherwise.

 

Yeah - you can use DS9 characters in the Random theme.
