Actually, at the end of the movie Dave is campaigning for local office. So he is in fact, a ficticious politician and not just a ficticious president.
As long as the character holds "elective office," I'm comfortable with the entry. After all, a president who takes office due to the death or resignation of his/her successor is still, legally, the president and hold, legally, an "elective office." I would ask, however, that people label their entries so we all know who the character is. For example, who the heck is this:
