Quite capable of general cut and paste operations and merging video files, as well as applying filtering effects like softening and cropping, and colour adjustments. What it doesn't do is special effects like text overlays, intros, multiple videos layered together, and fancy video fade effects. You can also use it to capture video from a tv card, and compress direct to xvid, should you want to.

Mac OS X: Fink is the biggest central repository of free software for OSX, I believe Linux: Debian is my favorite distro for its organisation and selection, but many other distros have just as many packages
