According to this page on Fanlore.org, several of Geoffrey Mandell's old Star Fleet Handbook fanzines were scanned and online at one time. Does anyone know of any working download mirrors? They look like fun extensions of FJ's old tech manual.
It sounds as if some of that work also showed up in GM's Officer's Manual, and it also sounds similar to the Federation Reference Series. Unfortunately I have no familiarity with the Star Fleet Handbook issues, so I wish I could be of more help.
