    ...our policy in the past has been to have runoffs for ties of 3 or more and have them share it if it's 2. There's not been a tie in the runoffs IIRC lol.

    I reckon that when democracy fails too choose a winner the contest runner should use their power as contest runner to choose a winner themselves. Or have another poll. Either way the decision is Klaus'
