But Picard said to Q "18 of our people have died" I just assumed that the report Worf gives of 18 people "Missing" meant they were all dead, lost when 3 decks of the hull were excised I don't know of any other number referenced as being "Known casualties" at the end of Q-Who. 18 lost in the laser attack, & one Borg killed by Worf Although, some non-canon sources have suggested that none of the 18 died. They were assimilated
For the purposes of keeping track I believe being assimilated still counts as being a casualty. At least the the perspective that Admiral Hansen uses when he calls Picard a casualty of war in TBOBW.
19 is the correct answer. A casualty is anyone, killed, missing or injured. 18 were taken from the saucer and assimilated. One security officer was injured in Engineering by the first Borg drone. And by the way he was flung against the wall and landed clutching his chest, he was injured.
